The next layer would be decay-weighted signal scoring (1.0× for <7d, 0.6× for 7-14d, 0.25× for 14-30d) to distinguish actionable clusters from stale noise. One edge case: some Senate STRs appear within 48h while House PDFs can take 7-14 days to surface.
